Why does a computer screen appear to flicker when viewed through a television camera?

Whenever I watch a live TV program such as the evening news and the camera pans to a computer screen the screen appears to flicker continuously. Can anyone explain why?

It is to do with the lack of synchronisation between the screen refresh rate (which varies) and the capture rate of the camera. the camera is capturing the screen in the middle of the redraw, but at a lsightly different point each time. I believe it is a similar effect to the appearance of car wheels on television and movies. Apple produced a special screen a few tears back with an option to synchronise to the camera refresh, I believe, just so they’d look better on television.
